Early beginnings
Antigua & Barbuda began formalising immigration controls in the mid-20th century. In 1945 the Immigration and Passport Act (Cap. 208) created a Police-led immigration section responsible for monitoring travellers, primarily at seaports.
Transition to a civilian department
By the late 1990s air traffic had outpaced sea arrivals. In November 1998 immigration services were detached from the Royal Police Force, and in 1999 legislative amendments established a dedicated civilian agency focused on customer service as well as enforcement.
Modernisation and integrated border management
Since 2014 the Department has operated under the Ministry responsible for Foreign Affairs and Immigration. Investments in electronic entry/exit systems, risk management, and online visa services continue to strengthen border security while facilitating lawful travel.
